Beach Dolly

I have a ten foot windsurfing, along a mast (not sure how long it is, prob like 15 or 16 feet). I live about 4 blocks from the beach, but I do not want to drive back and forth to get all my stuff there, and it's a big hassle to walk with him. I found places online that sell something that I could use for $ 200 +, but I was thinking something with PVC piping.
If anyone has any experience something of the construction of this kind, especially if it has a connecting bike (but not necessary), I would really appreciate it.

I used to wheel a couple of surfboards and gear to the beach. I used some recovery wheels off a stroller jogging and PCV for about $ 30 total. You can get some ideas on how construction is basic and modify it to meet your needs.
I once Ried to tow it with a bicycle (had a strap from the rear of the motorcycle with velcro around the front of the door, but it does not work very well, was very clumsy when it is towers.)
