Lip Plumping Balm

I want to use plumpers, but I hate lip gloss look. I like the look pouty mouisterized.

Do you know of a brand? And it works

Lip Plumping Lip Gloss is probably the only type of lip gloss that I use. It burns your lips, but it works sometimes. Try Neutrogena or:

I have never personally heard / seen one, but I'm sure they exist.

Anyway, a plump with a matte finish would not really give you appear taller lip. One of the secrets of plumpers, in addition to burning, the shiny finish. The high gloss can reflect the light on your lips in the way that makes them look bigger.
